Right to inspect the electoral roll and to obtain a polling card for the election to the German Bundestag on February 23, 2025

  1. The electoral roll for the Bundestag election for the electoral districts of the city of Norderney will be available for inspection by eligible voters from February 3 to 7, 2025, Monday to Friday from 8:30 a.m. to 12:30 p.m. and additionally Tuesday and Thursday from 3 p.m. to 4 p.m. in the town hall, Am Kurplatz 3, Room E03 (barrier-free with assistance). Every person entitled to vote can check the accuracy or completeness of the data entered about them in the electoral roll. If a person entitled to vote wishes to check the accuracy or completeness of the data of other persons entered in the voters' register, he or she must provide credible evidence of facts from which an inaccuracy or incompleteness of the voters' register may arise. The right to verification does not apply to the data of eligible voters for whom a blocking notice has been entered in the register of residents pursuant to Section 51 (1) of the Federal Registration Act. The electoral roll is kept in an automated procedure. It can be viewed using a data display device. Only those who are entered in the voters' register or have a polling card may vote.
  2. Anyone who considers the electoral roll to be incorrect or incomplete may lodge an objection with the City of Norderney, Am Kurplatz 3, Room E03, between February 3 and February 7, 2025, at the latest by 12:30 p.m. on February 7, 2025. The objection may be lodged in writing or by declaration for the record.
  3. Eligible voters who are entered in the electoral roll will receive a voter's notification by February 2, 2025 at the latest. Anyone who has not received a voter's notification but believes they are entitled to vote must lodge an objection to the voters' register if they do not want to run the risk of not being able to exercise their right to vote. Eligible voters who are only entered in the electoral roll upon application and who have already applied for a polling card and postal voting documents do not receive a voter's notification.
  4. Anyone who has a polling card may vote in the election in constituency 24 (Aurich-Emden) by casting their vote in any polling station (polling district) in this constituency or by postal vote.
  5. A polling card is issued upon application
    - to an eligible voter entered in the voters' register.
    - an eligible voter not entered in the voters' register if
    a) he or she proves that, through no fault of his or her own, he or she missed the deadline for applying for entry in the voters' register pursuant to Section 18 paragraph 1 of the Federal Electoral Regulations (until February 2, 2025) or the deadline for objecting to the voters' register pursuant to Section 22 paragraph 1 of the Federal Electoral Regulations (until February 7, 2025). February 2025),
    b) his or her right to participate in the election did not arise until after expiry of the application period pursuant to Section 18 Paragraph 1 of the Federal Electoral Regulations or the objection period pursuant to Section 22 Paragraph 1 of the Federal Electoral Regulations,
    c) his or her right to vote was determined in the objection procedure and the municipal authority only became aware of the determination after the electoral roll was closed.

Eligible voters entered in the electoral roll can apply for a polling card verbally, in writing or electronically at the municipal authority until February 21, 2025, 3:00 pm.

In the event of demonstrably sudden illness that makes it impossible or unreasonably difficult to go to the polling station, the application can still be submitted until 3 p.m. on the day of the election.

If an eligible voter credibly asserts that he or she has not received the requested ballot paper, a new ballot paper may be issued until 12:00 noon on the day before the election.

Eligible voters not entered in the electoral roll may apply for a polling card until 3:00 p.m. on the day of the election for the reasons stated under no. 5.2 letters a) to c).

Anyone submitting the application on behalf of another person must prove that they are authorized to do so by submitting a written power of attorney. An eligible voter with a disability may use the assistance of another person to submit the application.

6. Together with the ballot paper, the voter receives
- an official ballot paper for the constituency,
- an official ballot paper envelope,
- an official red ballot paper envelope with the address to which the ballot letter is to be returned, and
- an information sheet for postal voting.

It is only possible to collect the polling card and postal voting documents on behalf of another person if the authorization to receive the documents is proven by submitting a written power of attorney and the authorized person does not represent more than four voters; he or she must assure the municipal authority of this in writing before receiving the documents. Upon request, the authorized person must provide proof of identity.

A person entitled to vote who is unable to read or is prevented from casting their vote due to a disability may use the assistance of another person to cast their vote. The assistant must be aged 16 or over. Assistance is limited to technical assistance in expressing a voting decision made and expressed by the person entitled to vote. Assistance is not permitted if it is provided under improper influence, if it replaces or changes the voter's self-determined will or decision or if there is a conflict of interest on the part of the assistant. The assistant is obliged to keep confidential any knowledge of another person's election that they have gained in the course of providing assistance.

In the case of postal voting, the voter must send the ballot letter with the ballot paper and the polling card to the specified office in good time so that the ballot letter arrives there by 6 p.m. on election day at the latest.

Within the Federal Republic of Germany, the ballot letter will be sent free of charge exclusively by Deutsche Post AG without any special form of dispatch. It can also be handed in at the place indicated on the ballot letter.
